My brother is incarcerated in a federal prison but has pending charges in another state. What motion do I file?

He is serving time in Texas. But has pending charges out of Arkansas. I want to file a motion for him in Arkansas court but don't know what motion to file. He has two outstanding warrents out in Arkansas but wants them to serve him in jail so he can answer to said charges and possibly run the sentence concurrent.My brother is incarcerated in a federal prison but has pending charges in another state.
