How to apply a stop motion effect to a video clip?

i found a stop motion program but it uses a webcam and doesn't let me import video clips. is it possible to make a stop motion video from a video clip? and if so how because im a beginner at this. thanks for your help. i really appreciate it.How do you apply a stop motion effect to a video clip?From the source video, import the section you want to "stop motion" on as a clip, even if in the middle of a larger video segment.



With the clip on the timeline, highlight it and adjust the time of the the clip. If you have one second you want to stretch to 15 seconds you can either set the percentage as 7 percent (of the original speed, .06666666... for those picky about their math) or simply set the time for the clip from 1 second to 15 seconds.



If setting the time directly, remember it is hours, minutes, seconds, and FRAMES (not hundredths of a seconds).



By doing this, if your source video is 30 Frames/Second, you will have a suitably stopped 2 frames a second.



Each software does this a little different, in premiere the speed adjustment is accessed by right clicking on the clip and is called "Speed/Duration". It can be done in Windows Movie Maker too, but I have not bothered to download it and can't recall where on the menu it is found.
