What are the best office use motion detectors for lights?

I am creating a green business proposal for my internship at a Minnesota based Advertising Production Company. They get ideas for 3 dimensional billboards and promotions and create them into realities. Anyway, I want to propose motion detectors in the offices and conference rooms but I have read a lot of people saying that the motion detectors turn off to fast or are too hard to get to turn on... etc.



What are the best motion detectors for office use that no one will hate me for upon installation?

Johnson Controls, had developed some systems in the 1980's that were aimed at office type environs. I am sure if you wanted to have the overhead troughers "chase" or "follow" you as you walk down a hallway, they likely have something on hand that will do just that.
