I think it's maybe $20K at the low end and $50K at the high end. It also depends on whether or not you already have 3D animation software, and specifically which software. Your question can't be answered without a lot more background information. I suspect you're wondering if it's possible to do it on the cheap, and the answer depends on how good you are at programming and how much time you can spend inventing it.How much does motion capture systems cost?
