My car makes a pulsing motion back and forth when stopped at a light or stop sign?

My '02 Ford Escape has started making a pulsating back and forth motion when I have it stopped (stop light, stop sign) whether it be in N,D,2, or 1 for gears. This causes me to believe that it is not the brakes but I really don't know.
