I've thought about this for a while and my guess is that it might be a game for Sega CD but I seriously have no idea. I'd assume that full-motion video was first implemented on PC games, but that is, once again, is an assumption. I'd also say that you're probably correct in saying that the Sega CD and Panasonic 3DO were probably closer to the beginning of full-motion-video in games.
