Need a motion detector to know when a car leaves from the front of my house-must be outdoor?

I have an obnoxious neighbor who constantly takes the spot in front of my house. It is the only close spot for me. He has a garage and a driveway, but likes the convenience and couldn't careless that I have to park far away. I would like to find some type of motion detector that I could hide in my bushes that would send me some kind of notification when he leaves so I can steal the spot back. I understand I would get false positives when people walk by, but it would be worth it. I would like if it has both outdoor durability and the ability to notify me via a computer, though I will take an audible alert.
